William Swelbar and Albert Zhong Join Delta Airport Consultants, Inc.

We are pleased to announce that William Swelbar and Albert Zhong have joined our team!

Over the past 35 years, William “Bill” Swelbar has represented airports, airlines, investors, manufacturers, and labor groups in a consulting role. A significant amount of his career has been spent studying market behavior resulting from structural changes in the competitive environment, including mergers, alliances, new entrant carriers and new aircraft technology. Bill’s work has included competitive assessments, cost-benefit analyses, and other economic and financial advisory services in support of strategic planning, corporate communications and labor negotiations. He is a much sought-after speaker who is published in the Journal of Air Transport Management and is a contributing author in a second edition textbook released in 2015 titled: The Airline Industry. He holds a Bachelor of Science degree with honors from Eastern Michigan University and an MBA from The George Washington University.  

In addition to his consulting work, Bill is a Research Engineer in the Massachusetts Institute of Technology’s International Center for Air Transportation, where he is affiliated with the Global Airline Industry Program and Airline Industry Research Consortium. He currently serves as a member of the Board of Directors of Hawaiian (Airlines) Holdings, Inc. and sits on the Advisory Board of OneJet Inc. Bill is also the Executive Director of The Regional Air Service Alliance (RASA²) which is an advocacy group for the continued strength and growth of small community air service.  In December of 2016, Bill was appointed to the U.S. Department of Transportation’s (DOT) Working Group on Improving Air Service to Small Communities.  

Albert Zhong has over 19 years of consulting experience specializing in strategic analyses for airlines, airports and other aviation-related entities and is highly experienced in developing passenger and cargo route operating performance evaluations for airlines and airports. His experience includes Air Service Development Forecasts, Airline Network Planning, and Air Service Leakage Studies, including a comprehensive air service and demographic analysis for all commercial airports in the state of Virginia. Albert holds an MBA from The George Washington University and a BA in Economics from The University of the District of Columbia.
